If you follow the citizen journalists that have been covering DC the last two years you will find it is shuttered completely. The place is literally a ghost town.
No one is working there not even the legislature. They are actually working out of New York. Yeah you read that correctly. The current congress and senate is working out of New York State. They do have the occasional photo opp in the capital but there is literally no one working there at all.
The FBI building is literally boarded up. The IRS, Fed, and all other building have no one working there. No one is at the embassies either. There is the smattering of people, many of whom are maintenance people but that is literally it.
The Pentagon has people working there but only a very small percentage. The CIA is closed. Everything is closed or at bare minimum personnel.
